From what I understand this new law only pertains to the foreign school chains (like Disney, EF, Wall Street, etc and all the private and online tutors) The illegal Chinese schools are still hiring foreigners if you are willing to risk getting arrested, jailed and deported.

Two of by TEFL colleagues just resigned from Best Learning after finding out they had fake taxes deducted from their pay for the last 9 months. I am so glad I turned down their offer. Btw... many of them are not even in the country where they are recruiting and rely on virtual disposable telephone numbers, emails, and some even invest in a web site. They do all their interviews on Skype. Some invest in spoofing software and you will never have any clue where they really are.
