Need teaching strategies to create the need to communicate

I am working as a volunteer teaching adult learners. What type of activities and teaching strategies motivate a student to feel the need to communicate in class?

I have several students who are still reluctant to participate in conversational activities. I think they now feel safe to speak up on occasion, but they don't seem to be motivated or feel any NEED to speak, so they both tend to sit back as more silent learners, except when forced to participate in paired or small group exercises.

I have worked to find topics that interest them. What teaching strategies or types of activities will create a need for them to get involved?
