Do you have any experience running a language school? If not, it I would recommend thinking hard about it before jumping in. I, like you had a business background, but without my wife (who had 15 years of teaching experience) it would have been almost impossible to start.

Just an annecdote, our school is doing ok with 4 classrooms and 3 full time teachers (more part time), but we are looking to grow in the next 2 years to handle more students.

Recruiting is a art not a science, the best thing you can do is do a full background check, a good interview (a trial class if it is a teacher), and then hope for the best. But you also need to be prepared to let the employee go quickly if you see they are not going to work out.

You would have to be more specific with a region. Business english teachers in Japan make a lot more than Business english teachers in Kenya would...

If there is a gap in your employment history, it is not necessarily bad. You do however need to explain it, and I would recommend against telling them about your anxiety and confidence issues. Don't lie, but come up with a well prepared answer like "I was finding myself"... ok, something better than...

Systematic, I apologize for the confusion, my reply was directed at the first poster, not at you. I definitely acknowledge that CCTV can be used with great benefit for instructional and learning purposes. But the original poster mentioned using secret hidden cameras (without the teachers knowledge) ...

I think having spy cameras and hdden mic's in a room gives the teachers the impression that you do not trust them, and it will negatively affect the moral of the school and the relationship between the manegment and the teachers.
