language barriers and ICT

I am doing a research on the barriers that face EFL teachers when they use ICT in their teaching so could you please make a help? where do these barriers come from ? i mean do they come from the teachers themselves or they are extrinsic barriers ?

By ICT are you referring to "Information and Communication Technologies" (encompassing Information Technology and Communication Technology)?
