I've done a couple of test lessons with other books but this of course bites into course time in many ways and I can't go through dozens of publications....maybe I'm on to something here....and should develop an inter publication grading of text books so teachers can look at little symbol on the book and see how it relates to other couses/publications!

Sounds like an excellent idea! An inter publication guide.
Some textbooks mention on the cover how they relate to the Council of Europe levels. Of course, to benefit from that, the teacher needs to be familiar with C o E.
