I need a guide to the ESL Levels - e.g. intermediate, pre-intermediate etc...is there a standard yardstick for these?

You could take a look at the Council of Europe levels. This is a project to standardise levels in English language teaching across Europe. Just put the topic into an internet search engine or look at:
http://www.englishclub.com/esl-exams/levels.htm
You could also look at the levels of competence that correspond to the various UCLES exams (FCE, Proficiency...).
