The question seems rather general, but form and meaning are often discussed when talking about various teaching methods. There were some form-focused method in the past (Grammar Translation Method for instance) and you may say that nowadays the methods are rather meaning-focused (understanding the form itself doesn't mean that you will be able to use the form naturally in everyday interaction).
