At what age can a person study for a TEFL qualification?

Hello,

My daughter is 17 years old, turns 18 in August. She would like to study her TEFL during the British summer holidays before she starts university. She's aware that you need to be 18 to teach TEFL but we are not sure whether you need to be 18 to study towards the qualification. Could you please clarify?
