Your opinion on school bullying.

There is much news comes day by day related to school bullying issues. Its getting increased the rate of bullying activities, though the schools are taking prevention methods. When considering the character of school bullying activities, we have to see that most of the incidents are going over the limit as a mere bullying rather it becomes an actual crime. For me its clearly a form of crime (expect those silly issues) and can be considered in that manner too. I want to know your opinion on school bullying, is school bullying a crime or not?
