Puzzling English Philology Results for Greek Universities

Has anyone been surprised by the examination results for the English philology exams which are taken to enable a student to enter a Greek university?
I have and this is the second time. Both of my daughters have taken this exam, one after having passed the Cambridge Proficiency with distinction was awarded 7, while the other who also passed the Cambridge FCE with A and the Michigan Proficiency was given 9.5!!!!
At the same time, students that I know have unsuccessfully attempted to pass the Michigan Proficiency on numerous occasions have been given 15.
The inconsistency is incredible,indeed, my daughters' papers were marked by three examiners, the first giving a mark of 15 while the second awarded 6, therefore making it necessary to appoint a third examiner who diplomatically awarded a mark in between.
How can one award 15 and the other 6? Who has a better knowledge of this language?
I have vowed not to let my second daughter take this exam again because I believe it is is not worth the humiliation. Instead, she will take the Cambridge Proficiency because as far as I am concerned,it woud be hard to find someone as qualified as a professor at one of the most prestigious universities in England and at least the results are more predictable.

It's a shame, but I can't say that it surprises me. That'll be why Greece is the biggest market for Cambridge exams
