Is it true that in Saudi they take your passport?

According to this article http://arabnews.com/saudiarabia/article475334.ece it has happened. I just want to make sure I am not over analyzing this and hear from TEFL teachers out there. Has it happened? Is this overblown? I hear Saudi is the only place who does this. I just want to figure out if this is the right place for me. Any info is appreciated. Thanks!
