Hi, TESOL Canada is not the official accrediting body in Canada and their certificate is not valid in Canada. They are a private organization and nobody knows who the owner is.
The official accrediting body is TESL Canada and their website is http://tesl.ca

6,200rmb ($900) is ok. 8,000-10,000rmb (approx $1,200) is good and you can get one of these jobs without any teaching experience. For a 15,000rmb ($2,200) job you would need 2 years of teaching experience.

It's ok for a starting salary in China. I would certainly run away from those 4,000rmb jobs. Do you get free accommodation, return airfare, and other perks and benefits? Many schools offer these.

TESOL/TEFL courses prepare trainees to create professional lesson plans for any level. Some people take TEYL courses to practice lesson planning for children, but you need a good TESOL/TEFL certificate for your own training and also as a credential for getting a good job.

For any job in Europe, you need to reside in the country of choice and apply in person, unless you find a job ad in one of the TESOL/TEFL related websites and you can send your resume by e-mail. Never give money to an agency or school for job placement assistance or for a work permit.

toefl is the test that non-native speakers take to obtain an English proficiency score.

Your biggest challenge would be to obtain a work permit without a EU passport. Some options available for US citizens are the Czech Republic and Germany. You may be able to find a job with just your B.ed so look around.
